The policy of northern border area during the times of Wuzhou, which followed theGaozong’s and Taizong’s active governance which used variety kinds of methods,such as military means and political means, and started Ruizong’s and Xuanzong’sinactive governance method which mainly depended on military force, played a vitalrole in the changing situation of border area at the whole of tang dynasty. Due to theinfluence of many factors, including the standing of post-Turkic Khanate; the betrayof khitan at the end of7thcentury; the threaten of Tibet in the west northern borderarea; and Wuzetian’s domestic problems, Wuzetian’s policy of northern border areaturned to gradually contracting from previous limited offensive, so that she can dealwith the emergency problem in her heart. Therefore, Wu’s policy of northern borderarea was different at different stage, though facing for the same enemy. Due to thestrong power of enemy political unit and many domestic problem, Wu’s achievementof the policy of northern border area was limited, which include nothing else buteliminating the invasive force of khitan. However, Wu’ policy of northern border areadeeply influenced the affair of northern border area in the latter times. After Wu, thepolicy of northern border area of Tang dynasty followed the conservative principlewhich is formed at this time, giving up the wish of reconstructing the administrativecontrol of northern grasslands. Finally, they turned to constructing the system ofdefensive regions—a conservative operative system which mainly depends onmilitary defensive force.
