In October 17th, 2003, the United Nations (UN) issued“Protection of theIntangible Cultural Heritage Convention”in order to prevent the extinction ofnational cultures and arts.The Haicai Tone of Yi Nationality is famous by its melodious, resounding, andnatural voices. When people generally accept Haicai Tone, its unique glamour in artswas presented very well as the time goes on. Also, it has been concerned by thesociety. In 2006, the Haicai Tone was selected as the initial national IntangibleCultural Heritage in China. As a consequence, the governments at all levels start toprotect and advertise it. However, the initial point is, we cannot distinguish thedifferent concepts of“world heritage”and“intangible cultural heritage”obviously,and always confuse the two concepts. Or we usually consider they are affiliationwith each other. All of these will bring some troubles for researching of worldheritage or intangible cultural heritage. Right now, compared with the protection ofother heritages in China, people did a good job for protecting Haicai Tone. But westill did not sure whether the protection has been formed an established or scientificway, which could extend to the arts of other areas and nationalities.Creation is the key point for current cultural industry. We could have morecompetitive power only with the creative ideas. Intangible Cultural Heritages are agood representative for Chinese nationality. Now, if we want to have a realdevelopment, we must participate in the competition among the world and find ourown developing method. Only with these, the Chinese culture could improve its realcompetitive powers.
