In 2003,UNESCO issued the “Convention for the Protection of Intangible Cultural Heritage”.The purposes of the Convention include the protection of intangible cultural heritage;respect for the intangible cultural heritage of relevant communities,groups and individuals;and improvement in local,national and international aspects Attach importance to intangible cultural heritage and the importance of mutual appreciation;carry out international cooperation and provide international assistance.From then on,it has begun to focus on the census,classification,protection and inheritance of intangible cultural heritage all over the world.The Tibet Autonomous Region has accumulated more than ten years of experience in developing intangible cultural heritage.Through continuous investigation,census and declaration,Tibet has achieved remarkable results in the protection of intangible cultural heritage,and has issued the local regulations of the “Tibet Autonomous Region Implementation of the ‘Intangible Cultural Heritage Law of the People's Republic of China' Measures”;the establishment of a four-level directory system for intangible cultural heritage;the establishment of the Tibet Autonomous Region Intangible Cultural Protection Center and the Tibet Intangible Cultural Heritage Office;the increase of support funds for inheritors;the naming of 81 inheritance and learning sites of intangible cultural heritage project in Tibet Autonomous Region,the construction of 165 sites for learning intangible cultural heritage at all levels,providing financial support;Tibetan opera,"Gesar",the medicine bath method of Tibetan medicine was included in the UNESCO Intangible Cultural Heritage Representative List;4 batches of 88 projects and 5 batches of 96 representative inheritors were included in the national directory.This article mainly conducts research through reading literature method and field investigation method.From the perspective of the development of national culture,this article studies the basic status of craftsmanship,including the overview and characteristics of traditional crafts,analysis of the status of the craftsman and the system overview of the craftsman.Based on the above data and research situation,this paper analyzes the issue of the inheritors of traditional intangible cultural heritage in Tibet from the following three aspects: the inheritor's own situation,the role played by the government,and the support of the social environment to the inheritors.Finally,this article puts forward some suggestions for protecting the inheritors of Tibet's intangible cultural heritage from three aspects.The suggestions include providing more policies to help inheritors achieve multi-channel development,establishing multi-channel inheritor training models,establishing a complete training system,continuously increasing financial support,and further increasing the quantity and quality of inheritance and learning sites;the government strengthens the protection of inheritors,designs and establishes a multi-channel capital investment mechanism based on government-oriented and social participation,continuously improves laws and regulations,protect the subject rights of the inheritors of intangible heritage,and establishes a strict and standardized inheritance Personnel identification and cancellation procedures,equipped with a professional protection team with a reasonable structure;Suggestions also include improving the social environment's awareness of the protection and development of inheritors,developing distinctive intangible cultural heritage industries,expanding the consumption space of traditional skills,strengthening positive media propaganda,and enhancing the sense of professional honor of inheritors.Protecting inheritors of intangible heritage is an important initiative to promote the great prosperity and development of national culture.
