Landless Peasants Pension Insurance Status, Problems And Countermeasures Of Legal Norms

A large number of rural collective land was expropriated and the number oflandless peasants has increased rapidly in the speeding-up course of urbanization andindustrialization,so that the endowment security problems of landless peasants havebecome increasingly prominent, which makes an effect on the vital interest of landlesspeasants and the social stability directly. To protect the rights of landless peasants,maintain society steady, and promote the healthy development of urbanization andindustrialization, the state council have promulgated Decision of the State Council onDeepening the Reform on Strict Management to Land and Circular of the GeneralOffice of the State Council on Transmitting Opinions on Doing Well in the Workregarding Landless Farmers’ Employment Training and Social Security. The thesisanalyzes laws and regulations made by Beijing, Yinchuan and other provinces andmunicipalities, summarizes the status of legal norms on endowment insurance oflandless peasants and points out problems from security objectives, security object,subject of payment, financing, funds management and other aspects. The presentendowment security of landless peasants is inadequate and in a low level. It isnecessary to make a further enforcement of the whole system from scientific, safety,unity, normalization, coverage and other aspects. Finally, the thesis make arrangementsfor the problems on this basis, such as making the compensation standards marketoriented, improving the operation capacity of funds of endowment insurance, makingscientific payment standard and model design, carrying out multilevel system ofendowment insurance and so forth.
