"City mineral" policy is Chinese government practicing in the economic and social, realizinginclusive growth process of role regression, and is the government’s regulation in the development ofeconomy and society in the practice of a creative breakthrough. From the perspective of inclusivegrowth for China’s "city mineral" policy research for the first time, the "city mineral" theory tries toguide practice with theory and practice, and to promote the general theory development significance;in addition, also on the economic growth structure transition of government regulation in the processof public policy is promoting theoretical development. This paper attempts to draw lessons fromJapan and other countries of the "city mineral" policy in practice on the basis of experience, payattention to guide the government on the development of economy and society development andregulatory role, citing "city mineral" use new and high technology to promote industrial structuretransition of new industries and the rise of the environmental protection industry, improve the subsidysystem, and improve the city environment terminal control mechanism and green procurementpolicies to ensure "city mineral" policy implementation, promote relevant industry from extensive tomanaging model change, and the finally drive society of our country economy growth. China’s "citymineral" is still in the early stage of development. In view of the current our country governmentimplemented the "city mineral" policy research is insufficient, and this paper intends to dig deeperand draw lessons from the Japanese government "city mineral" policy on the foundation that obtainsresult, and discuss how to perfect government regulation under conditions suitable for China’s "citymineral" policy system, for society of our country economy and provide theoretical basis for theinclusive growth.
