Especially the remote rural areas,the geographical position and traffic condition’s limits, and outsidecommunication obstruction, traditional ideas, low level of industrialstructure, the influence of the modern civilization in these areas is still inthe initial stage, the distance from the construction of new socialistcountryside standard also very far away. At the same time, knowledgebased new type of the rapid development of the economy, knowledgeeconomy is in essence a kind of to human resources as the main pillar ofthe innovation economy. Human resources quality in economic and socialdevelopment have played more and more important role in nationalregions is also speed up the rural economic and social development of thekey.This paper first chapter "introduction" expounds this topic to choosea reason, the research significance,"human resources","the developmentof rural human resources","the government leading" concept andresearch status.
