With the development of science, The competition between countries isincreasingly reflected in the technological competition. The development of our countryin the early21st century is inseparable from the development of science and technology.The development of science and technology does not only rely on the input ofresearchers and funding, but rely on the protection by system. Great technology systemis a key to sustainable development of a country’s science and technology, so theinvention-system is increasingly valued. The colleges and universities is an importantsource of scientific and technological progress for a country, and it’s employeeinvention-system directly affects the development of country’s technology andeconomic. so the U.S. Bayh-Dole Act and Japan’s "University technology transfer topromote Act "were introduced and played a good role in society. Although China hasrecognized the seriousness of this problem, there is still no special law for it, whichresulted in all colleges and universities fragmented, chaotic situation further is the causeof university patent quality is not high, transforming the problem of poor. Perfectinvention-system which improves our colleges and universities is not only related to theadvancement of technology,but related to economic development and social progress.This thesis firstly introduces the basic situation of universities employee inventedthe systems, then discovers the problems and analyses the reasons of the problems.Learning from the experience of United States and Japan, this thesis makes somesuggestions to improve China’s colleges and universities duties invented system.
