Value-orientations of Public personnel is the most powerful motivation and also thekey guarantee for public personnel system establishment and innovation. From thefounding of the cadre personnel system in1949to civil service system,publicpersonnel system in China has undergone tremendous changes. The core strengthwhich leads to this change is the evolution of the value orientations of public personnel.In this paper, from the environment-value orientation-institution paradigm, by statistichigh frequency words,It does discourse analysis and historical research on texts whichbeing cut out from reports of China’s national congress of the communist party fordoing up the changing stages of public personnel system, providing an explanation forthe change. This job is advantageous to explain the internal cause of change and tosupport the system innovation as well.This study consists of six parts: Part Ⅰ, is the introduction of research background;purpose and significance; methods,the key,difficult and innovation points; domesticand international literature review. Part Ⅱ, Related concepts and theories. The relatedconcepts of this study are public personnel management, value orientation, system,Foreground discourse and Background discourse; The three theories are: TheHistorical Institutionalism research paradigm, Discursive Constructivist Theory andRiggs administrative ecology theory.The third part, the history since1949is dividedinto three stages:1949to the end of the Cultural Revolution, reform and opening to theend of the20th century,since21st century. By statistics and analysis he theme ofnational life at each stage, it discusses the development of historical environment whichaffects value orientations of public personnel management.Part IV, according to changeof historical environment,it finds out public personnel value orientation hasexperienced a path: a political target value orientation under the state power guidance,combination of political and economic value orientations drived by "country+market"dual-power, diversity values under the concept of the service Administration evolutionof development. Part V, Public personnel management institutional change result fromvalue orientation, from the cadre personnel system to the civil service system. Part VI,Conclusion and outlook, summing up the conclusions and deficiencies, putting forwardto the prospects for future research.
