Nowadays, medical dispute has become a hot issue in our society, which arousedconcern among the publics and governments at all levels. With the increasinglyintensified contradiction between doctor and patient, serious events were triggered bythe medical dispute frequently. It harms the interests of both doctors and patients,affects order of medical institutions seriously, and causes extremely bad social effects.Consequently, it impedes the country’s medical development, and also goes against ourgoal of building a socialist harmonious society. Under the circumstance, ourgovernment formulated a series of measures to handle those serious events triggered bymedical dispute, namely: to firmly uphold orders in medical institutions, to establish themedical liability insurance system, and to strengthen the third party mediation system,etc. Some local governments also issued a series of government regulations for medicaldisputes disposal and prevention, to ease the tense in doctor-patient relationship andchange the present situation. These measures though in practice which have made someachievements, but there are also problems. In this paper, the authors, with comparison ofthe reasons of frequent serious events triggered by medical dispute, puts forwardsuggestions to improve these measures.This paper includes five parts. The first part is the introduction, which briefly explainsthe background of this issue and its realistic significance. The second part is theinterpretation of serious events triggered by medical dispute. It illustrates what are theserious events, expounds the present situation of such events, and analyzes the reasonsof frequently occurred events, such as the deficiency of medical dispute solutions, thedistrust between doctors and patients, the high expectations of patients, the patients’ badexperience in treatment, the hospitals’ improper dealing with medical dispute, thefaultiness of health care system, the error made by local governments, and the one-sidedreports by media. The harmfulness of serious events are also clarified. The third partdescribes the government strategies for serious events triggered by medical dispute,explains its effectiveness in system design and practice, and analyzes problems exist indesign and process. Based on above-mentioned problems in government measures and causes of serious events, the fourth part puts forward the suggestions to perfect ourgovernment measures, including improving medical liability insurance system, the thirdparty mediation system, the medical dispute settlement mechanism, and the health carelegislation. Furthermore, it is necessary to continue push forward the medicine andhealth system reform, strengthen the management of medical institutions and personnel,set up a supervision mechanism so as to improve the doctor-patient relationship, reducemedical dispute, eradicate the root causes of serious events triggered by medical dispute.The fifth part is the epilogue, summarizes the main content.
