China is a relatively unfavorable state of the marine geography. Surrounded by A large number of islands and reefs of the dispute over sovereignty and Waters of the Boundary Dispute.In the East China Sea and South China Sea,China is facing many countries in these region damaging China’s sovereignty and sovereign rights and interests.In the current complex international environment, It is unrealistic to solve the maritime demarcation issues through peaceful means in the short term.Then it’s more valuable to use "Joint Development" to ease border conflicts and generate economic benefits.This paper contains five parts:the first chapter gives a brief introduction of "Joint Development",and china’s policy of "Shelving differences and seeking joint development". The second chapter analysises different criterion of disputed water’s confirmation in the East China Sea between China and Japan, and several elements to determine the joint development area. The third chapter analysises different character of different waters in South China Sea, and which areas is the potential water of Joint Development. The third chapter focuses on three different modes of management in "Joint Development" and several issues should be noticed in practical applications, then introduces the pre-existing rights’current status and future approach in South China Sea. The last chapter summarizes the the differences between the East China Sea and South China Sea on "Joint Development".The joint develop in China’s surrounding waters fields long way to go, need the efforts of all parties.
