This paper analyzes the oil-gas dispute in the South China Sea from the perspective of Non-traditional Security. It also analyzes the relationship between oil-gas dispute and other maritime security issues form history, reality and policy aspects. These issues include island sovereignty dispute, maritime demarcation issues and sea passage security. The important feature of oil-gas dispute is that the traditional security threats and non-traditional security threats are interwoven. The paper selects four typical maritime joint development cases:the United Kingdom and Norway developed the Friege oil-gas field; Malaysia and Vietnam developed maritime oil-gas; Australia and Indonesia developed oil-gas in the Timor Sea; Thailand and Malaysia developed oil-gas in Gulf of Thailand. Combined with the theory of international mechanism, it summarizes the elements of establishing oil-gas joint development mechanism. The elements include the how to deal with the sovereignty stand of the related nations, how to deal with the third party, the management mode, the contract system, the tax system and income allocation mechanism and so on. These elements provide the government with a theoretical framework to build an effective oil-gas joint development mechanism in the South China Sea.Finally, in order to promote the building of oil-gas joint development mechanism in the South China Sea, this paper puts forward constructive suggestions from the overall strategy as well as international and domestic levels. The first suggestion is that our government should deepen the principal of "putting aside disputes and jointly development". The second suggestion is that the government should build bilateral mechanism with related nations and jointly develop oil and gas resources in the South China Sea at the international level. The bilateral mechanism is consist of the withdrawal or recognition of the presence of a third party, delineating the joint development zone outside the U-shape lines, super state management mode, the joint exercise of jurisdiction, the new tax system and equal profit allocation:the production sharing contract system:the dispute settlement procedures. The last suggestion is about system reform and technological innovation in the domestic level in order to provide institutional guarantee and technical support for oil-gas joint development mechanism.
