The political metaphor of “Revolving Door” has vividly depicted the personnelexchange between the governmental sector and the private sector. In the United States,those notably revolved doors have not only exerted great influence on the making ofdomestic policies, but also played both positive and negative roles to the foreign ones.The doors regarding foreign policies are most frequently revolved between thegovernments, business groups and think tanks. A sizable number of diplomaticpositions are represented by elites from corporations and think tanks, while politicalfigures also entered the private sector from governmental departments.The emerging and development of “Revolving Doors” are attributed to theunique political culture, systems and regulations of the US. Embracing a culture ofpolitical participation, freedom and good governance, a legal system in tolerance withthose personnel changes and political arrangement in pursuit of openness andexpertise, the talents of international relations are able to realize a quick role-changebetween public and private sectors.The revolving of those doors has provided a talent pool with sufficientdiplomatic experts and industry leaders to the government positions. Secondly, thenetwork constructed by the job-hopping has strengthened the interaction betweenpublic and private sectors, influencing on the perception of policy makers, enhancingthe efficiency of policy-making and effectiveness of diplomatic actions. On the otherhand, however, the government is more likely to be devoured with voices from largecorporations and think tanks. Corruption may also be facilitated through this process.Generally speaking, the positive effects have outweighed those negative ones.The revolving of those doors has acclimated the demands from the making andimplementation of foreign policies, while its negative side is largely curbed by thepatriotism owned by those elites. The decade-long vitality of Revolving Doors hasserved as the best example to the conclusion.
