The Research Of Administrative Efficiency Supervision In Henan Province

With the continuous development of the socio-economic, the function of our government’s center of gravity is gradually transferred to the social management and services. Administrative management activities aim to improve social welfare for people to seek the public interest and to meet their social needs. To meet the material and cultural needs, the government must give full play to its administrative efficiency, therefore, to monitor and improve administrative efficiency for the purpose of administrative efficiency supervision is increasingly becoming an important task of the local governments at all levels. During the period of gradual development in the Central Plains Economic Zone, this paper aims on the current situation and problems of the administrative performance monitoring in Henan Province and proposes the perfect countermeasure to fully bring administrative efficiency supervision into play to optimize the environment for economic development of Henan Province and promote the government change in the functions.Starting from the basic theory of the administrative performance, this paper takes the new public management theory and power constraints theory as a tool and makes use of the literature study and empirical research method. According to the status of Henan Province, this paper analyzes the main problems and reasons, and then puts forward countermeasures to improve the administrative efficiency supervision of Henan Province. The text consists of four parts:the first part describes the background and significance of this study, research ideas, Review of domestic and foreign research and theoretical results.The second part defines the concepts and explains the essential characteristics and its functions.The third part,from the administrative performance monitoring system of Henan Province,the institution-building, electronic performance monitoring system performance monitoring and the establishment of special administrative work,analyzes the status of administrative efficiency in Henan Province and points out that the problems of current Henan monitor the work of the administrative efficiency which consist of the imbalance in the progress of work, the incomplete monitoring process, the lack of evaluation, accountability form a single, and deficiency of quantity, also, it points out the cause of the problem from the legal system, operation mechanism and knowledge of research carried out in-depth analysis. The fourth part proposes the countermeasures to improve administrative efficiency supervision of Henan Province:Firstly, establish and improve local government administration in Henan Province performance monitoring system;secondly, to establish a scientific and effective administration and performance monitoring mechanism is essential;thirdly, to strengthen publicity and education as well as the awareness-raising; fourthly, to improve working methods and enhance the effectiveness of performance monitoring; next is to strengthen the construction of Henan Province, the local administrative services Center; what’s more, the government should play a punishable rigid role in enhancing the authority of the performance monitoring; the last is to strengthen the building of the administrative performance monitoring teams in Henan Province.
