The Supply Of Social Welfare Science And Technology Research In China

Social welfare science and technology research is the research activities around the public interest, whose outcome has the basic properties of public goods, public service, and provide technological support to the launching of the public welfare undertakings. Developed countries attach great importance to the role of social welfare research in the economic and social development. Because of China’s long-term impact of the planned economy system, government becomes the only principal part who provides funds to social welfare research. As it turns out, the high input, low efficiency of social welfare research activities can not meet the public demand, and government failure has become a key barrier to social public welfare scientific research. Learning from the developed countries such as the U.S., Sweden where government, market, and the no-profit organizations have offered varied options of funding to the social welfare research, and where governmental management and the diversified role of fund-providers safeguard the operational efficiency and functioning completeness of the social welfare research, the author of the thesis argues that China should re-define the role of government in social welfare science and technology research, further promote the reform of China’s social-profit research institutions, continue to increase investment to social welfare science and technology research, employ the market-oriented supply mechanism, encourage and support non-profit organizations’involvement in social welfare research activities, so that a dynamic supply model where positive interactions are possible among the three complementary roles, i.e. government, market, and non-profit research organization, in order to improve the efficiency of China’s social welfare research, and provide strong scientific support to the sustainable development of public welfare.
