The Participation Of Japanese Non-profit Welfare Organizations In The Provision Of Pension Benefits

With the development of the reform in socialist market economy system,aging problem becomes increasingly severe in China under such influences as industrialization,urbanization, one-child policy,etc.It is,therefore,one of the most important tasks facing China.Led by the socialization of social welfare,non-profit welfare organizations,which are new in organizational form,begin to appear and play a role in China.Nevertheless,because of the late start of non-profit welfare organizations,the constraint of the old system and ideas as well as the absence of corresponding social environment especially of systems,non-profit welfare organizations are confronted with a plenty of difficulties in China.However,non-profit welfare organizations in our neighbor,Japan,have made great achievements in recent years and become one of the three main bodies of pension benefits provision.By introducing Japanese non-profit welfare organizations,the paper draws inferences from Japan for the development of Chinese non-profit welfare organizations.To begin with,in the Japanese social context,the paper analyzes three core concepts: pension benefits,non-profit welfare organizations and nursing care nonprofit organizations. And the author brings forward three theories as the theoretical basis:public governance theory, welfare pluralism and the role and function of non-profit welfare organizations.Secondly,the paper takes a brief overview of the evolution of non-profit welfare organizations in Japan. Thirdly,regarding nursing care nonprofit organizations,the primary representative of non-profit welfare organizations in Japan,the author makes a detailed analysis on its current situation,role and function and its relation with the nursing care insurance system and so on. Then the paper makes a case study of "Tasukeai·Izumi",which is the representative of Japanese non-profit welfare organizations.Finally,according to the evolution of Japanese non-profit welfare organizations,their model of work,social system construction and political environment,the paper gains following insights:the path of "social choice" is the first priority; the service provision based on community is fundamental to non-profit welfare organizations in China;to establish high-efficient and wholesome laws and regulations will guarantee the development of Chinese non-profit welfare organizations;the decentralization reform between central and local governments is the propeller for the development of non-profit welfare organizations in China.Meanwhile,literature study,comparative study and case study are the main research methods in the paper.
