With the popularity of the network, the citizens are demanding that theGovernment’s response to a gradual increase of the voice. Since2009,government network spokesmen sprang up like mushrooms, and so did theconstruction of the government network spokesman system.Government spokesman system is the product of the government newsspokesperson system combined with the Internet as an important means ofpublic relation activities, which marks the development of citizens’ known rightand the practical requirements of social governance. It is an inevitable result ofthe e-government that government pursues network news spokesperson system.Secondly, the development of the Internet provides the objective premise andtechnical support. What’s more, it provides a solid foundation in reality forgovernment network spokesman system with the development of governmentinformation disclosure and network governance. Also as a Networkadministrative system established by government, the system relies on a networkspokesman releasing government information accurately or answeringgovernment information and some hot social issues that people concerned inorder to achieve effective communication with the public, implement the knownright and expression right, guide online public opinion and promote governmentinformation disclosure. What’s more, improving the credibility of thegovernment and establishing a good image to the public is the system’s ultimategoal. The number of Internet users in China is more than500million. Internet iscovering almost all aspects of social life and influencing the way people thinkand behave by its super radiate ability. Internet is a “double-edged sword”,where all the privacy seems to have nowhere to hide, people can not only learnabout the latest fastest-growing public opinion, the full exercise of citizens’ freespeech, known right and supervisory authority, but may also expand faultinformation which may finally lead to unexpected events. It’s not only respondscitizens’ known right and supervisory authority, gives effective guidance ofpublic opinion to establish and promote government network spokesman system,and at the same time provides a new way for governance.Government network spokesman system is different from the traditions. Itnot only requires a spokesman, who has rapid response and handling complexissues on public opinion, and also put forward new requirements on existingsystem----around the core mechanism, basing on rapid response and resolvingproblems coordinately, and doesn’t forget the key is appropriate informationdisclosure.When writing this article, I have absorbed a large number of researchresults, combined theories and cases,used views of science research such asmanagement, public governance, communication E-government science and soon, which made up for previous studies’ defects, and attempt to be moresystematic, in-depth oriented and pragmatic. Besides, I used literature searching,comparative analysis, case studies and other methods to collect variousinformation and legal basis related to government networks spokesman bylooking for books, journals and magazines, and then I analyzed and summarizedthe data. Moreover, I discussed the significance of establishing and promotingthe system, and analyzed the measures from changing the mind, system securityand the construction of spokesman’s teamwork (such as improving the qualities, building mechanisms of selection and training) etc. Finally, I gave a detailedanalysis of typical cases by collecting data from network, newspapers andmagazines.
