Study On Improving The Countermeasures Of China’s Government Information Publicity

With the establishment of social market economic system, the development and strength of diplomatic politics, the strength of citizen rights ideas, It is strongly requested for sunny government and establishment of government ruled by law. And sunny and law will be realized just by Government Information Publicity. The Regulations of the People’s Republic of China on Government Information Publicity, implemented on May1,2008, marks that the legal protection system of citizens’right has been initially established in China. It becomes the focus of social attention, and emerges the theoretical and practice exploration endlessly. With the issue of Regulations for three years, government information publicity in China has made a major development; citizens get the best way to know the right, and it speeds up the construction progress of the civil society. We found that implementing the government information publicity statute, although initially formed government information publicity mechanism, the citizen increasingly awakening participation consciousness, government information opening channels becoming diversification, the openness of government running increased, all these have promoted development of economy, politics and society. At the same time, we also found that contents of Government Information Publicity cannot meet the requirements of people, mainly in:the "Regulation on Government Information" itself have problems, citizens to maintain its own right of consciousness is not strong, website construction are not perfect, government administrative personnel negative on the work of public information and so on. This needs us to actively explore how to improvement our country government information publicity, make sunny governments soon as possible to provide necessary supports to the civil society.In this paper, based on lessons of research results domestically and broadly at the present stage,and focus on the theory of people’s sovereignty, the right to know to analyze the theoretical basis of the Government Information openness.On the basis of clarifying the concept of government information openness,I refer to the relevant literature, and then summed up the problems in China’s Government Information Publicity in practice and actual.Then according to the disadvantage of the disclosure of government information in our country,to consider the good practices of information disclosure in developed countries in these areas,and summarizes the lessons our country draw from.Finally propose some suggestions to improve our government information publicity.This article is divided into five parts:the first chapter is introduction.Analyze the background and significance of the research and list the research status of the relevant government information disclosure, And explains the methodology and framework of this study.The second chapter defines the general definition of the relevant concepts of open government information.And give details of the theoretical basis and its Relationships. The third chapter is the analysis of the status of Government Information openness.Introduced the achievements of government information publicity system construction and its shortcomings.The fourth chapter describes the good practices of government information openness in the developed countries and the public revelation of China’s information.Describe and present the theory of open government information system of the developed countries such as Sweden, the United States and Japan.Then borrow the advanced foreign system and theories that adapt to China’s national conditions.The fifth chapter promotes a number of recommendations to our government information publicity under the guidance of theory.
