The Concept Of Rebuilding Our Natural Monopoly Industry Standards System

Natural monopoly has its own unique economic characteristics and legal characteristics.From the view of economic point, the scale of natural monopoly with economics, precipitation of capital, providing services to the public nature of their network characteristics. from legal perspective,regional public and non-selective nature.based on there characteristics, national traditions on the attitude of there industries is a national exclusivity, namely:state-based, the legal form of the legitimacy of natural monopolies and our administration in the state monopoly on the basis of additional coat.With advances in technology,market demand of there monopolistic industries and scale is expanding,such as:rail transport, electricity, telecommunications, a single operation by the state has failed to meet monopoly market demand,and in the course of business oligarchs, there were many questions. Countries are able to reform, the reform process in the absence of a natural monopoly to establish a sound regulatory system,there has been many problems.In my paper, reconstruction of the natural monopoly regulatory system described in four parts:The first part starts from the meaning of the natural monopoly, from different perspective of the natural monopoly characteristics, the classification of natural monopoly,natural monopoly and to analyze the basic theory of natural monopoly inherent drawbacks.The second part describes the United State, Japan, EU and other developed countries,the traditional business lines and reform process of natural monopolies and achievements. The natural monopoly regulation in developed countries, the results are introduced.The third part describes Chinese natural history and achievements of the reform of monopoly industries.Focus on analysis of problems in the reform and the reasons.The fourth part describes the method to compare and contrast the results of foreign experience, initial reconstruction of Chinese natural monopoly industry standard system,built specifically from four perspectives,namely:the mechanism of regulation,legal regulation,industry, self-regulation and social supervision.This paper uses a case study method, comparative researching method, literature method.The focus of this paper is to reconstruct the natural monopoly industry standard system, which is the innovation of this paper. Progressive approach to the analysis, natural monopoly industry is gradually towards the market,legalization road, lay the foundation of the improvement of the socialist market economic system.
