Research On The Function Of CPPCC In The Construction Of Harmonious Society

Constructing a harmonious society is the strategic target of Chinese Communist Party,put forward in the new era, and it has become a whole historical task of our country’s all political parties organizations, and social strata to fight together. Facing the diversified development trend of the social structure increasingly, how to promote social harmony will continue to be the main track in our political and social development. As a China’s characteristic political consultation organization, the people’s political consultative conference has played an important role in the nation revival and rejuvenation, and made an important contribution to the socialist modernization construction in the past sixty years; this reflected the distinctive inter-party harmony and political harmony characteristics. In the construction process of socialist harmonious society,CPPCC can create conditions for the coordination of the different interests conflict,create conditions for the unity and cooperation of increasing social diversity under the social common ideal and goal, create conditions for the realization of the social governance institutions on diverse cooperation.In short, the role of the CPPCC in the new period is conductive to build up a harmonious society, and as the core of the system design,the political negotiations is in favor of the construction of the harmonious society development, so, to promote social harmony is the task of the people’s political consultative conference.From the perspective of the main body of political consultation, this paper discussed the role of the consultation between the ruling party committee and the four kinds of main constituency in the construction of a harmonious society. Therefore, we need to promote consultation between the ruling party and the democratic parties inside the CPPCC, it will expand the partisan’s political participation, strengthen the social integration of the ruling party,achieve a reasonable expression of interests and promote the government decision-making scientific; next, we should focus on the consultation of the ruling party and people’s organizations and occupational consultations with representatives of sectors, expand citizens’ orderly participation, this communication will make a good job on the situation issued to upload and lower level to express, which will build a good platform for interaction of government and society; the last but not the least, we also should pay attention on the consultation of the ruling party and special invitees, such consultations is an effective complement to the party consultation with people. CPPCC is the most extensive social ties and solidarity to ensure that the deliberative democracy in the form of building a harmonious society. While, there are some restrictive factors from their own, the ruling party and social circumstances for political consultative to make better, so how to promote negotiation in building the harmonious society is a further study. In a word, facing the contradictory factors which against our society’s stability and social harmony in the new era, the People’s Political Consultative Conference should be realized its responsibility, and actively participated in the construction of the social harmonious society, in order to make a unique contribution in a more flexible way.
