The Local People’s Political Consultative Conference Play Function

The Chinese People’s Political Consultative Conference (CPPCC) is a patriotic united front organization of the Chinese people, and an indispensible component of China’s political system. Therefore, it plays an irreplaceable role in China’s political life. To strengthen the theoretic study on the functional role of local CPPCC organizations and explore new content and forms of its performance will be conductive to giving full play to the functional role and bear theoretical and practical significance on further improvement of China’s democratic political system.Based on the review on the consultative democracy theory and functional practice of CPPCC and its local branches, an in-depth analysis was elaborated on the current situations and problems concerning the functional practice of Tangshan Municipal Political Consultative Conference with specific solutions sought out thereafter. As an important city in the process of Beijing-Tianjin-Hebei integration, Tangshan has accumulated valuable experience and practice in this regard. Compared with the requirement of social evolution and the expectation of the masses however, there are still many problems such as the lack of system guarantee, unsatisfactory work results, insufficient performance of conference members as the major role, aging of the leadership and less comprehensive setting of special committees. The reasons lie in the lack of relevant laws and regulations, less strong awareness of some working staff, less reasonable setting of members’circles and election work, causa sui of the organization and conference members, etc.Concerning the above problems and taking the actual situations of Tangshan city into consid eration, I give some proposal to the local CPPCC, that is, to improve the guarantee of the system, to optimize the basis of duty performance, to keep improving in law and mechanism. To enhance the effectiveness of duty performance, to further optimize environment, to negotiate in principle problems, do these three works well, creating platform, establishing mechanism, promoting interaction; Also, the CPPCC should improve the system, apply active supervision by making use of its flexibility to innovate new forms and establish long-term effectivemechanism.Furthermore, they should focus on the hot issues and extensively discuss p olitics to enhance members’ enthusiasm in participating in the administration and discussing th e local government affairs via investigation and research on the hot issues, activities in speciali zed circles and achievement transformation. Continuously improve the knowledge of members, play the main role of members. To enhancement institution construction of CPPCC, improve the service ability. To strengthen the related works, seek understanding and support.
