Research On System Construction And Implementation Of The Responsibility In Illegal Administrative Legislation Procedure

The illegal administrative legislation procedure is an administrative legislation phenomenon of breaching or conflicting "The Constitution","Legislative Law","Regulations of the Administrative Law Formulation Procedures" like other fundamental law and other legal provisions during the administrative regulations formulation process. It is common in current administrative legislation system, and this phenomenon is a comparison outstanding problem in the field of public management.It is necessary and urgent to construct the responsibility system in illegal administrative legislation procedure, and it is inevitable trends and requirements for administrative legislation system towards to maturity ceaselessly. System construction of responsibility in illegal administrative legislation procedure, to pursue legal responsibility, political responsibility, social responsibility of the administrative legislation responsibility main body, and establish and perfect administrative legislation review mechanism and administrative legislation negligence or mistakes accountability mechanisms constantly, so as to make the administrative legislation responsibility main body assume responsibility for mistakes or errors, saving the society loss caused by illegal administrative legislation procedure ultimately.
