We always has the attitude against anyform of terrorism crime. Terrorism crime is increasingly serious today,China actively join the international anti-terrorism cooperation andplayed a positive role. But at present we still lack of a systemic, completeanti-terrorism legislation in domestic. It is a little late to start the standardof this kind crime in China’s criminal law. There are general provisions inthe concept of terrorism crime, characteristics and related charges, whichadverse to prevent and punish the crime. So we should perfect ourcountry’s anti-terrorism legislation through the search to the internationalconvention and the legislation of other countries. It has a very importantlysignificance on the prevention and punishment of the terrorism crime.The Introduction of this paper simplely describes the terrorism crimestatus and harm, and then it puts forward to the necessary and urgent studyof terrorism crime. At the first part of the passage, it researches theconcept of terrorism crime and simply introduces the understanding of theconcept by scholars from the United Nations, regional organizations andother countries. Thus it sums up the elements ofthe concept of terrorismcrime in criminal law of our country. In order to have betterunderstanding of terrorist crime, it also differentiates and analyses somewords, such as terrorist organizations, terrorism and so on, anddiscusses subjective aspect, the object, the subject in terrorism crime. Inthe second part of the paper, research achievements, defects andshortcomings of the terrorism crime are mainly introduced. In the thirdpart,it will mainly introduce the legislation for terrorism crime in theUnited States, France, Britain, Canada, Russia and other countries, and put forward relevant inspiration of legislation to our country. Thus itanalysis the defects,of criminal law in terrorism crime at presen China,and offinally proposes the idea of perfecting the terrorism crime in China.
