The New York " 911" terrible affair that the whole world is shocked uncovered the prologue of the world fighting terrorism.Before "911" affair, the majority Chinese are not familiar with terrorism.But this time the affair is after, along with the concern that the Chinese government attacks terrorism with a series of activity, terrorism quickly caused large people with the unprecedented speed.This text tries the method that pass theories and practices's combine together, deeply investigate the meaning, type and characteristic of the terrorism crime, the composing, character and developing trend, principle and practice of legislation of the international antiterrorism, and the legislation status of our country, and penman' s suggestion.The first part of this paper is the summarization of the terrorism crime. It defined terrorism crime in three ways from international society and the scholar of our country, and expatiate the penmen' s definition in broad sense and narrow sense.It classified the terrorism crime from three kinds.From the composing five aspects of time, space, person, matter, thing...etc. of the case of terrible crime bring five characteristics of the terrorism crime.The second part of this paper is the summarization of the international terrorism crime.It expatiated the definition of international terrorism crime and five characters. From four aspects of the objective aspect,object,subjective aspect, main body,it analysed the composing of the international terrorism crime. Finally ,it discussed the development trend, the reason of produce and the harm of the international terrorism.The third part of this paper put great emphasis on the struggle to the international terrorism crime. Firstly, it discussed six principles of the international antiterrorism crime.
