In traditional China, Rulers rule their countries by means of administering officials,The quality of that determines the rise and fall of a dynasty, and related to whether a stateis harmony and unity. Officials, as the tool of the ruler in governing the country, have beenattached great importance to the rulers. This article discusses that from two aspects, First,due to the influence of the rulers’ officialdom concept and their needs, officials’ legalprivilege is being restricted more and more. Second, under the influence of Incorruptiblebureaucracy thought and the demand for the officials’ morality, some important rights theyenjoy is necessary to be cancelled or limited because of their special status. For example,officials can not marry in the area under their administration, may not be in business andgambling also, etc. These restrictions are an indispensable part during the officialmanagement process. It is a good reference for solving the conflict of the civil servants’authority with civil rights in today’s society.
