With the reform and opening up, Chinese economic has been developing at a high speed, and electricity play an important role in people’s daily life and the production and operation of enterprises more and more without electricity, can say power in the People’s Daily life, the production of the enterprises. On the one hand with a huge demand for power and the huge economic interests accompanies, there are more and more electric larceny behavior, on the other hand laws and regulations of anti-electric larceny behavior are the serious lack of which have restricted the progress of anti-electric larceny work, and unable to effectively crack down on the illegal crime about electric larceny. Anti-electric larceny has very important practical significance in maintaining the interests of users who consciously obey laws and regulations,ensuring the normal order of power supply and stable operation of the power network. In this paper, the author thinks that, China should improve and fulfill relevant laws and regulations in physical aspects and effective legal levels to go against electric larceny, and make corresponding legal adjustments in procedural problems. In the article, whether the entity-perfection suggestions or legislative procedural proposals, the author are programmed to study and analyze the legal disputes, and then put forward the legislative proposals. The author hopes that the research and suggestions in the article can provide useful ideas to perfect our country’s legislation and effectively prevent electricity-theft behavior.
