Variety of social norms existing in order to make the society run in order.For example some are well documented people must obey, some used to coordinate personal relations and establish social order, have penetrated invisibly into people’s mind.However the law is different from the ordinary social norms.for it is formulated sanctioned by our state and also ensured the implementation by the national force. As the last threshold of coordinating social relations,the law itself needs to be possessed of certain features.It adjusting people’s behaviors,in terms of certain kind of people,things,behaviors.It is controlled by the master class embodying their interests. The law contains social norms which formulates rights and obligations of citizens,so it must meet the social demands of all levels and all aspects. That is to say,it must have its own system which can form its own network, cover all professions and trades and make all social classes to ensure a social legal framework.Up to now, our country has240laws,more than700administrative regulations, about7000judicative explanation which basically forms a set of legal system.Whereas,social itself is a dynamic process, reflects on the formation of some emerging industries,the appearance of some new social phenomenon and the engender of the new scientific research achievement etc. in pace with the improvement of material and spiritual level,people’s demands for things have also improved. All these claim that our legal system should be put forward rather than be in a nut.The development of in modern and contemporary times is a most typical one.The first period of times,scholars thought that modern and contemporary times consisted of copy rights,patents and trademarks etc. While along with the emerge of a new generation of computer and the arrival of information age,the intellectual property proprietary rights integrated circuit design rights and the rights of commercial secret etc have been added to the intellectual property rights.This is far from the end.Now the intellectual property rights has the extend tendency towards information property, which requires our legal system to make changes and improvement to adapt to the needs of people.Our country,now,basically has the huge legal system consists of constitution and constitutional law,administration law,criminal law,civil war commercial law,economic law,the protection of environment and recourses law,litigation law and international law etc Nevertheless,if the existing legal system has formed a complete one. What is the establishment standard of our legal system.What perfection and complement are needed.the paper intends to discuss these issues.
