| The appraisers are the implementers of appraisal work. They are playing a very important part on appraisal work. But there are still many problems in our judicial authentication system. So it is urgent to improve the appraiser system of our country.The appraiser system is the core of the judicial authentication system.But there are still many imperfections about our appraiser system, which are prevented the judicial authentication from playing an important role. There is a hot controversial on how to reform our appraiser system between experts and scholars.In this thesis, it introduced the basis concept of appraiser system and summarized the characteristics of the appraiser system. It used comparison to study the appraiser system of the Two Legal System to improve the appraiser system of China.This paper is divided into four parts.The first part is general statement on the concept of the appraiser system.It introduced the concept of the appraiser system and its features, several confusing concepts, as well as the concept of forensic expert system, the relations between the appraiser system and judicial authentication system.The second part is research on the appraiser system of the two legal. Mainly studied the status,qualifications,selection,rights,obligations and legal responsibilities, of the appraiser system of the two legal, and pointed out their respective pros and cons of the two.The third part is the shortcomings and causes of our appraiser system. The article points out the problems and analyzes the causes on basis of the current situation of our appraiser system.The fourth part is the appraiser system reform and improvement. Our country should strengthen the theory research of the appraiser system and our appraiser system should introduce the appraiser system of foreign countries into our Legislation. Finally this thesis have gave some advises to improve the qualifications,selection, rights and obligations and the legal responsibilities associate of our appraiser system. |
