Research On Protection Mechanism Of Open And Authentic Government Information

In the times of economic globalization and information age, the constantlychanging information has become the deciding factor of social and economicdevelopment. The information society means that information and knowledge willplay the leading role of society, as the most important information resources,government information covers80percent of the whole information, it is not onlythe direct way for public to understand government behavior, but also the importantbasis of public supervision of the government behavior. Therefore, the governmentinformation should be publicized.Since the reform and open to the outside world, with China’s continuousdevelopment of the administrative system, to achieve the government informationpublicity at the same time, also a process of the government to establish a governmentunder service, responsibility and the rule of law, of course this process willexperience a process from suppression, alternative to the service distillation, and alsothe manner change process. At the moment, although many government departmentsin our country have strong sense of administration management service, the serviceconsciousness especially information service consciousness is weak. In practice, thegovernment departments often use secrecy as an excuse, use the departments andeven some personal interest to measure whether to open or not, not to mention thatinformation is a basic right of the public information, the development pace ofInformation Publicity will be automatically affected by these factors, this is alsocontrary to the social development in the background of information and Networking.In order to advance construction of government information publicity system, weshould improve the transformation of government functions, get rid of the "officialstandard" thought to strengthen the supervising function of the government and toweaken their direct management functions. The public themselves within the scope ofthe matters to the public themselves in accordance with the law, and strive to changethe government function into the implementation of economic regulation, market supervision, social management and public service, practically enhance thegovernmental service consciousness. The author thinks that the governmentdepartments based on redefining the scope of its functions and the change of theirwork model, to completely change the past single way of law enforcement, toestablish a service oriented government which provide the real and effectiveinformation.This paper select the true and public safeguard mechanism of the governmentinformation as the research object, mainly against the current problems andchallenges of the truly public information in government, to discuss the rule ofconstruction and the government information authenticity system. This paper isdivided into three parts. The first part is against the basic theory of truly publicgovernment information, to understand the definition, the authenticity of the subjectand related responsibilities of theoretical knowledge of truly public governmentinformation, from the detailed discussion of the security of government informationpublic sense of authenticity, the asymmetry of information analysis, reflect the truenature of the government information disclosure of the contents and principles ofsuch aspects.The second part is mainly through the questionnaire and interview wayto understand the public evaluation on the government information work, accordingto the real situation of recent public information, to analyze the reasons ofinformation distortion, explore the promoting effect of truly public governmentinformation in China’s information openness construction. The third part is to putforward corresponding measures and suggestions in these aspects, the ideologicalchange, the relevant theories, the construction of social groups, the complete ofadministrative authority and supporting legal system. In short, that is, to solve thisdifficult problem in many different ways, and to make our own contribution in thedeveloping process of the publicity of government information.
