In order to avoid global warming, ecological deterioration,the transition to a low carbon economy has become the trend of development of worldeconomy. Low carbon economy development relies on a government only unilateralpower is not enough, the government is not omnipotent, and it will appear thephenomenon of failure. Market in the regulation of the allocation of social resourcesand has blindness and lag sex, this requires the government’s macroeconomicregulation and control, But the government in macroscopically adjusting controlprocess, makes part of waste of resources, resulting in social resources cannot be usedeffectively, it is called after the market failure of government failure. In this case,non-governmental organizations emerge as the times require.So in the development of low carbon economies, Government, Enterprise, Socialresponsibility, carry out their duties, the best use. The third analysis of the nongovernmental organization participation in the development of low carbon economyand existing problems, including the external system environment (includingmanagement system disorder, imperfect laws and regulations), inherent constraints(lack of funds, the internal management mechanism is not perfect, the lack of a broadmass base, the internationalization degree is not high). At last,according to the non-governmental organizations in China ’s own situation, at the same time, drewlessons from foreign non-governmental organizations involved in the development oflow-carbon economy experience, put forward to fit our country national condition thecountermeasure proposal, Including the government of non-governmentalorganizations in the development of low-carbon economy support, improve thenon-governmental organizations in the construction and development, so as topromote China’s non-government organizations to participate in to a low carboneconomy development.Promoting a low-carbon economy and sustainable path of development isbecoming a common choice around the world. In the transition to a low carboneconomy, the participation of non-governmental organizations is an inevitable trend.But in our country, non-governmental organizations to participate in the developmentof low carbon economy there are many obstacles. So through research on theparticipation of non-governmental organizations in low carbon economicdevelopment countermeasures and further difficulties in identifying proposals,through the improvement of non governmental organizations to make up for thegovernment and enterprises in the development of low carbon economy in the processof component failure, non-governmental organizations into full play in important rolein the development of a low carbon economy.
