A Research On Government’s Role In The Development Of Low-Carbon Economy

During the 12th "Five-Year Plan" period,Our country is in a rapid urbanization process.Cities is not only an important carrier of economic activity and social activities,but also the main source of carbon emissions.while the Urbanization rate continuily increased, the carbon emissions is increasing at the same time.So it’s necessary to develop the low-carbon economy and build a low-carbon society for the socialist modernization in China.Therefore it is very important to study how the government plays a very important role in the development of low carbon economy.This study selected Fuzhou as the research object, by using the analytic hierarchy process (ahp),principal component analysis (pca), combined qualitative and quantitative analysis, literature research methods, to evaluate Fuzhou’s low carbon economic development present situation and the role of government played in the low carbon economy development.By building a low-carbon economy evaluation index system of Fuzhou, identify the weaknesses in the development of low-carbon economy, and put forward recommendations and countermeasures of better and faster development of low-carbon economy from the perspective of the governmen.This paper is divided into five parts:1、Clarify the research background, purpose and significance of the study and review the current research、summarized the research content and ideas as well as related research methods, techniques and innovations routes and Features.2、Define the low-carbon economy connotation.Review the effects of cyclic economic theory, the theory of sustainable development, carbon footprint and other related theories for the formation of low-carbon economy and the development of low-carbon economy theory.3、Introduced the current situation of economy development、energy conservation、 emissions reduction and environmental protection of Fuzhou. Take Fuzhou as example to clarify the major role the government played in the development of low-carbon economy.4、In summary of relevant evaluation system construction method and to draw on existing relevant evaluation system, build a low-carbon economy Evaluation Index System of Fuzhou,which contains four dimensions of economic development, social development, environmental protection and energy conservation, technological innovation.The overall situation of low carbon economic development in Fuzhou is analyzed by using the method of analytic hierarchy process and principal component analysis.5、According to the results of the evaluation, the countermeasures and suggestions of the development of low carbon economy are put forward from the perspective of Fuzhou municipal government.The first is to build a diversified energy supply system. Second, to build a sound low-carbon industry system. Third is to enhance urban carbon sequestration capacity. Fourth is to accelerate the development of low-carbon technology, and promote low-carbon technology innovation.the fifth is to strengthen low-carbon propaganda, to cultivate the low carbon concept of the residents. The last is to vigorously develop the environmental non-governmental organizations,and to encourage public participation.
