The Study On Country Communist Youth League Involving In The Social Governance

Under the leadership of the government, social organization, enterprises and citizens run our society in common in the China’s pattern of social governance. Among them, non-governmental organizations (NGO) play an important role in the process of social governance. The Communist Youth League is the one of the main NGO involved in social governance. For the poor economic condition of counties and backward system, it is not realistic to run the society by country government, only the County Communist Youth League and the other NGO participate in social governance actively, the wealth gap between the county and city would be reduced. Therefore, it is necessary to cooperate with County Communist Youth League if the countries want to run their society well. The County Communist Youth League as a service organization in the majority of young people, it is worth to research on how to fulfill its duties and to play a proper role in the process of social governance.Considering with the Communist Youth League features, the countries situation and the functions of the Communist Youth League in social governance, this paper starts to expatiate on Governance Theory. We use standardized analysis methods to discuss the current situation and the effectiveness and deficiencies of the County Communist Youth League involves in social governance. Besides, we use case study methods to research on the case of County Communist Youth League in Jiujiang. After the analysis and discusses, we conclude several suggestions of County Communist Youth League involves in social governance.First, the background, significance and research methods of this paper are introduced. Then we described the basic principle and content of social governance and elaborated the theories that related as well, which the conceptual framework of social governance were analyzed. In this part, we summarized and described the development of the Communist Youth League as well as the role and function which it involves in social governance. Followed by, the paper introduces the structural characteristics of County Communist Youth League (CCYL) and the relationship between CCYL and other organizations. Meanwhile, the basic contents of CCYL involves in social governance are reviewed as well. In this part, we pointed out that CCYL run the society includes four contents:to recruit volunteers, to ease the pressure on youth employment, to help disadvantaged young people and to organize youth culture activities. And CCLY have few successes which in the process of involved in social governance. Then, the paper analyze the deficiencies of the CCYL involves in social governance and the constraints. We pointed out that the main deficiencies are the contents are inadequate, the method is inappropriate, and CCYL is powerless. The main constraints include atmosphere, institution and economic factors. After analysis of these deficiencies and constraints, the next we can conclude several suggestions. In order to run the society effectively, not only the mind should be changed ideologically, but also the legal system should be improved, a wide way should be involved and a good atmosphere should be created by County Communist Youth League. Finally, considering with the author’s work experience in Communist Youth League, the paper was written as Jiujiang Communist Youth League a case to study to ensure the theoretical feasibility of this paper.In addition, there are some difficulties and shortcomings in this paper. In particular, the suggestions which we summarized remain to be proved and strengthen in the future practice. Meanwhile, the collection of first-hand information and the process to find problems and to summarize issues is not comprehensive enough. These are worthy of further study and discussion.
