In April,1994, the China charity federation was established, it marked the start of the modern charitable conception in China, charity organizations become into the prosperous development of the period. But with the rapid development of our country, it also associated with some inevitable problems, such as charity donations, and charitable organization low expenses transparency and low credibility. It has been three years from Wenchuan earthquake but the donation money still was disappeared, or used undeserved. In addition, June20,2011,"GuoMeimei baby" event is caused dazzle rich charity to the community of an "earthquake". The situation has been greatly reduced the appearance of the people in our country to charity’s trust. So ChenGuangbiao appeared as a representative of the "violence charity" phenomenon. If these problems cannot be solved in time, many serious consequences will come out. Throughout its history, it is not difficult to find that these problems were due to the lack of regulation, the situation of our country is mainly embodied in the government supervision. Therefore, this paper discusses a feasible effective government supervision mode, which is not only beneficial to the charity’s survival and development but also promote the realization of the organization goals and our country’s socialist economic and political system reform.In this article, the author combines the interdisciplinary crossover study, comparative analysis and the theory with practice with the administrative management, social security, administrative law, philosophy, sociology, and other disciplines knowledge, on the background of social transformation, analyzes the charity government regulation of basic idea, regulators, operation mechanism and reflection of administrative supervision, hoping for administrative supervision in ensuring the development of charity and improving the institutional guarantee to provide public trust charity.The first chapter of this paper briefly introduces the background and significance, reviews the domestic and international research topic selection, and introduces the main content and the research methods and the main innovation and insufficiencies. In the second chapter, the author introduces the meaning of charity and the regulation as well as the basis, puts forward personal view that the current stage of the charity object is not just people, including the weak animal groups, and the analysis of the current charitable organization in China the necessity of government supervision. The third chapter analyses the current situation and charity organization supervision in our country and finds out that its legal system is not perfect; the system of control regulatory fatigue, regulatory system operation is not strong and daily supervision is lack of supervision in advance. The fourth chapter learns the development of some charity work experience from Britain and the United States, according to the specific conditions in China gets some enlightenment. In the last chapter, with the Chinese specific conditions, we should realize that the supervision of government is carried out by administrative, tax authorities, and establish the information disclosure, and appeal the rights of stake-holder.
