As a new model of charity, it simplifies the access registration system under the regulation of "charity law",it also clarifies the main collection qualifications and standardize the collection information platform, which will undoubtedly promoted the micro-public welfare activities expand, to a certain extent, it also solves part of the chaos. However, specific public behavior constrained need effectively monitor by government, the regulation just make a standard for macro welfare framework. In the process of building a service-oriented government, the government should emphasize decentralization, as much as possible to provide much more independent space for the society, but that does not mean the government's power become week, it is just the responsibility scope has changed. The government should uphold the basic principles of "any power under the law", supervise the NGOs and their activities in "charity law", set up a special charity Regulatory Commission? make it clear which belongs to government's regulation, which are priorities?improve sector collaboration between the system and join forces with the social supervision, supervision by public opinion, and jointly promote the legalization and standardization of public service activities.Based on the introduced of "charity law", analysis of the reason that cause the chaos and problems, leads to the necessity and feasibility of government regulation.
