Land is very important because it is playing a big role. During the economical development of human being, it has been gathering the material wealth and expanding the production as an indispensable means of production. When P. R. China built, land was started be owned to state, so, people could set their houses and working for themselves throught getting their rights of use of stated-owned land. But in recent years, urbanization is more and more popular, therefore, Levy and compensate house on state-owned land is accordingly more and more necessary. Of course, it is based on the principle that the right of private ownership should get the equal protection as the right of public ownership from the law. On January2011, Regulation of Levy and Compensate House on State-Owned land ("the Regulation" in the following paragraph) came into forth. The Regulation has taken some change for us compared with Administrate Regulation of Removing-House which has been exited for20-year. Among these changes, it is the most important that the contraction unit is replaced with the government. So, people will get more protections through this system innovation. But in the same time, we also believe that there still are many shortcomings of the Regulation. On normal sense, one law should to be judged by people’s practice. In this article, what’s all the author wants to do is to find these shortcomings and provide some advices. In details, Lanzhou, as a second-line city, is our target, and we will get our goals through discussing some issues on it.
