The Research Of The Relationship Between The Local Government And Farmers In The Urbanization Process

As Chinese socialist market economy high-speed develops, urbanization becomesthe inevitable trend of social development. The house dismantlement workcorrespondingly enters the rapid development stage in the process of urbanization.Because village holds the most land, so the farmer’s houses become important object.Because the stakeholders pay attention to their own interests in the dismantlementprocess, so one of the effects is the contradiction between local government and farmers.Then, on the basis of previous research results and relevant literature material, I studythe relationship between local government and the farmers and the countermeasures.The whole paper includes the introduction, four parts of the text,epilogue.It mainlyexpounds three questions:First, the thesis summarily describes the relationship between the local governmentand farmers: one is the local government and farmers in the process of housedismantlement. Firstly, the local government and farmers adopt consultations andcooperation. It is the most the wise choice and realizes benign interaction. Secondly, thelocal government adopts negotiation way and the farmers adopt boycott way. Then, thegovernment is responsible and the farmers become obstacles in the process of housedismantlement. Thirdly, the local government adopts coercive measures and the farmersadopt compromise.At this time, the government has administrative power and treatsfarmers. The farmers do not attain their interests and obey the arrangements of the localgovernment. Fourthly, the local government adopts enforcements and the farmers adoptboycott ways. It is the worst phenomenon in the process of house dismantlement. Thetypical example is forced removals.Second, the relationships between the local government and farmers have its ownreasons in the process of the house dismantlement. Firstly, the current house dismantlement systems are not perfect. The public interests in the relevant laws andregulations are not clear. The current policies are not perfect and its actual operation isnot standard. Secondly, the local government does not perform their functions orsupervise demolition work correctly. And the administrative relief of governmentbecomes invalid. Thirdly, the farmers also exist some defects, such as weak ability ofself-protection, lack of cooperation consciousness and spirit, the low cultural level andso on.Once again, I put forward countermeasures on the basis of the cause analysis of therelationship between the local government and farmers, western urbanization modes.Firstly, the local government should set up the people foremost view and the privateproperty is not infringed to attach humanized and rational dismantlement. Secondly, thelocal government perfect house dismantlement system and programs to attach legaldemolition. Thirdly, local government should make the collective property rights clearlyand open government village in formations. And it should improve the farmers’ positionand pay attention to farmers’ rights. Fourthly, the local government should strengthenideological and the farmers’ political education to improve their quality. At the sametime, the government should prefect the social security system.
