Beggars have been existing in China for thousands of years, this historicalphenomenon is supposed to disappear in the societies of mankind. It is contrary to thecivilization and development.However, it exists long term and has formed inferiorculture groups which disturbed the rulers in past dynasties of China. In the early dayswhen the new China was founded, Communist Party of China faced a series ofcomplicated and tough social problems, such as a huge beggar group that due tonatural disasters and the war. The existence of the beggar group had become a seriousobstacle of the social development, not only disturbed the social order, but alsoseriously affected people’s life and the consolidation of the new regime.After the new China was founded, relying on the strong political power,superior social system and people’s support, the communist party of China and thegovernment took a series of new methods for the relief and transformation of thebeggars while they were recovering and developing the national economy. Thesemeasures solved the various beggar problems effectively, and a lot of successfulexperience was accumulated during the process.The main experience obtained from the communist party of China in solvingsocial problems successfully includes: First, paying attention to humanistic concern,and emphasizing influence and education equally; Second, making laws andregulations, and department coordination;Third, arousing the masses, and using thesocial forces; The last, establishing long-term mechanism, and paying attention to thefollowing life of these transformed beggars.Using specific historical materials and data, this study tries to give a detailedintroduction on how the communist party of China and the government housed andtransformed the beggars and how was their final destination. Through sorting out theprocess, we summarized successful historical experience of the communist party ofChina and the government in solving the beggar problem, and discussed the beneficialreferences in solving the current problems of the beggars.
