The Government Behavior Analysis In The Development Of Low Carbon Economy

Low-carbon economy is a new subject at home and abroad, and it isa new model of social development basing on low energy consumption,low pollution and low emissions. The essence of low-carbon economy isto improve the utilization of energy and the optimization of clean energystructure, which is recognized the best model of economic developmentby the international community to cope with climate change and energycrisis. Since the outbreak of the international financial crisis, to promotelow-carbon economy development become the change of developmentapproach in many countries, which is the hot topic of the governments ofthe world.At present, comparing with the developed countries in Europe andAmerica, China’s low-carbon economy is still in an early stage ofdevelopment, and has the shortcomings of the policy formulation anddevelopment experience. Therefore, it is very important in the behaviorand role of the Chinese government in the development of low-carboneconomy. In this paper, based on the review of the published all kinds oflaws, regulations, and government documents by the governments ofdeveloped countries in the development of low-carbon economy, thestatus of the Chinese Government to develop low-carbon economy is described; the current problems in the development of low-carboneconomy are analyzed, the reasons of the problems in the process ofdeveloping low-carbon economy in China and the effect of developinglow-carbon economy in China are summarized, and the importance andnecessity of developing the low-carbon economy in China are cleared.Based on studying on the behavior of government in developing thelow-carbon economy, learning from the experience of developedcountries, combining with China’s basic national conditions, theproposals for the Chinese government to develop the low-carboneconomy are put forward, and they are: To improve energy efficiency,the adjustment of industrial structure at the present stage in our countryshould be handled to optimize the industrial structure; the sustainabledevelopment of modern agriculture should be developed; the solar, windand other clean energy should be vigorously developed to optimizeenergy structure; the related infrastructure should be constructed; thelow-carbon living and low-carbon consumption should be promoted; theinformation of carbon emissions should be disclosed and the carbonsinks should be increased.
