In the Sixteenth National Congress of the CPC it reports that it is the vital task of overall construction of the well-off society to balance urban and rural development, constructe modern agriculture, develope rural economy, and increase peasants’income. In the Seventeenth National Congress, it states that "we should take the Scientific Outlook on Development as an important guiding principle, balance urban and rural development, and build a new socialist countryside." Apparently, to balance urban and rural development has become the significant content in the overall construction of the well-off society and the building of a harmonious socialist society. Balancing urban and rural development is actually the inheritance and development of the thoughts of Mao Zedong on urban and rural balanced development. Mao Zedong has, in the early period of socialist construction, promoted a lot of thoughts on urban and rural balanced development, which are now positively contributing a lot to the impliment of the strategy of balancing urban and rural development and the guidance of construction of a socialist new countryside. The classical writers of Marxism has presented concisely with statements of urban and rural relationship and their development in the early stage of the birth of Marxism. Marx and Engles think that the division of city and countryside is the product of productive forces in the certain historical phase and will disappear with the development of productive forces, and that the combination of city and countryside is the ultmate result of the urban and rural development. On the basis of the correct theory on the urban and rural development of the classical Marxist writers and considering the practice of new China’s socialist construction, Comrade Mao Zedong formed his urban and rural balanced development:urban and rural cooperative development, city helping countryside; strengthening the position of agricuture, emphasizing the development of industry; paying attention to the peasant problems, protecting their interests; developing science, education, culture,and sanitation, improve peasants’quality. Such theories are of great importance in the guidance of how to narrow urban and rural differences, to coordinate their development, and to construct a new socialist countryside. At present, we are in the socialist transformational period and crucial phase of the reform of political and economic constitution. Therefore to realize urban and rural balanced development is related to national stability and utility. According to Mao Zedong’s thoughts on urban and rural balanced development, we should hold tight the fundamental position of agriculture, develop rural economy, coordinate the ratios of the three industries, support the construction of agriculture, promote the creativity of the basic democratic system, protect peasants’interests, strengthen rural education and sanitation, and improve their quality...
