The forms of labor becomes more diverse with the development of our economic.Nonfulltime worker is just a flexible labor form. As labor is the most important element in productivity, protecting and regarding workers’rights is necessary for the development of economic.Lawmaking for the nonfulltime worker is a special phenomenon in the economy development, and it will be combined together with the lawmaking of fulltime worker. At present, legislating for nonfulltime workers is not only our practical needs but also the demand of global labor standards. And now, the framework of non-fulltime workers’rights protection is almost ready, but it lacks the practicality and flexibility and constant. In fact, there are many systems that the non-fulltime workers just can see but can’t touch.This article through a series of methods like comparative analysis, logical analysis, social research and so on, combines with the current domestic legislation and the forengn legislation,provides a few suggestions about the legislation for non-fulltime worker. Laws must not only ordain the rights of nonfulltime workers, but also stipulate that the employer should do something.And the law is good law if it possesses the characters of practicbility and manipulation. The relevant departments should act but not only"play footballs"or stays in the speech. It’s an indivisible process of lawmaking,law enforcement and legal supervision, only with step by step we can achieve the desired goal of law. In addition, the force of non-government organization is very important. It can solve the bigger administrative burden,excessive administrative costs and protect the nonfulltime workers’rights,and that’s maybe a win-win strategy.
