After30years of China’s opening and reform, there are deep changes in politics, economy, society and life in the country’s society. With peasants’ stronger sense of political participation, self-organization, self-management and mastering their own affairs, their interests have been protected and developed. Under such circumstances, it is crucial for the Party organizations,who once be the leading force of all work in rural areas, to figure out how to deal with it, what role to play, and how to adapt and transform themselves. In a certain sense, it reflects the leading abilities of the Party in the development of the country and the society.Communist Party of China has carried out exploration and practice of the professional cooperative organization, accumulated precious experience and learned a lot of lessons. In recent years, we have to face with the huge changes in rural economy and society, many local and village party branches undertake the work and make exploration and practices on the new circumstances. Among those, the trial of Sheyang Country’s Party branches plus cooperative pattern is typical. It brings enlightenment on the rural Party construction and Party’s governance laws. This thesis based on Sheyang County’s practice, try to make researches on the "Party Branch+Cooperative" pattern, and try to analyse the relationship between rural development and Party construction from a macroscopic perspective.
