Research On Service Demand And Government Supply Of Farmers' Professional Cooperatives In Sheyang County

Farmers' professional co-operatives is a new type of agricultural management subject in the process of agricultural transformation in China,which are also an important carrier for the realization of agricultural industrialization,and a realistic choice for the implementation of the strategy of rural revitalization.Farmers' professional co-operatives in China are developing very fast,but there are also many problems.In the process of promoting the development and promotion of co-operatives,the government's service supply plays a vital role.Facing the service demand of the farmers' professional co-operatives to the government due to their own shortcomings,the government how to play the role of service supply to meet the needs of co-operatives has become an important issue that we need to study urgently.Based on equilibrium theory of supply and demand,public service theory,market failure theory and government failure theory,this paper uses the methods of literature research,questionnaire survey and interview to discuss the research background,significance,research route and literature.After analyzing the service supply and demand situation of co-operatives in Sheyang County,the reasons for the imbalance between supply and demand of farmers'professional co-operatives' service are summarized,and the countermeasures for the balance between supply and demand of farmers' professional co-operatives service in Sheyang County are put forward.Farmers' professional co-operatives in Sheyang County service supply and demand imbalance mainly as follows:standardized construction services are in short supply;financing and project services are in short supply;talents recruitment and retention are in short supply;branding to create services in short supply;insurance and tax services are in short supply;excessive administrative intervention are the oversupply.The main reasons for this imbalance are that the transformation of grass-roots service-oriented government has not been completed,and other reasons include:the lack of effective demand expression and supply-demand matching mechanism;the weak financial support ability of grass-roots government;the inefficiency of single main supply mode;the serious shortage of grass-roots agricultural service personnelIn order to promote the Sheyang County government to achieve a balance between supply and demand in the service of farmers' professional co-operatives,we should find out the reasons and start from many aspects,such as:speeding up the transformation of grass-roots service-oriented government;perfecting the mechanism of demand expression and service supply and demand matching;strengthening the financial guarantee of cooperatives through multiple channels;building a multi-participation mechanism of service providers;taking many measures to promote the construction of grass-roots agricultural service talents.
