Therefore,for the improvement of regulatory efficiency, the development of philanthropy andorganization and the construction of a harmonious society, doing some studying onthe government’s regulation of philanthropy is of great theoretical and practicalsignificance.There have three reasons for the government monitor the third Sector. The "ThirdSector" theory calls the government’s supervision, because of NGO’s weakness andcorruption. The nature of incorporated foundation leads separation of the donors andthe donating property. To promote the protection of the private rights of the propertyand the public interest also need the supervision from the government. The imperfect of thecharitable organizations’ internal supervisory are the practical basis to strengthen theoversight of the government regulation. The laws and regulations about the charitableorganization continuously improve, the government regulation system has been sound,the dual charge and classificational management are constantly evolved.Our country’scharity has still controlling issues: the concept of government regulation philanthropylags behind; the related laws and regulations are not perfect; a the dual managementsystem of the social groups defects; attaching importance to access control andignoring the regulation of charitable activities; the government oversights thecharitable funds.Throughout the regulatory system on the charitable practice andtheory at home and abroad, we should start from in these areas, such as trainingphilosophy, changing the management structure, improving the legal system, establishing the supervision measures of tax, and perfecting the internal mechanismsto improve our regulatory system of charity.We should be wide into the strictmanagement in the registration system; we can create a unified of the non-profitorganization in the management of the processing of applications to responsible forthe oversight of charitable organizations about the monitoring of accessing andprocessing work. In the aspect of perfecting the laws,we should speed up the pace toformulate“charity promotion law”, which makes the basic and strategic positioning inthe development of charity in our country.
