Japan’s Constitution-Amending Movement Since1990s

Has the reputation of "peace constitution", Janpanese constitution wascontroversial.Since it was issued and implemented,Constitutional-amending movement upsand downs.From1990s the constitution-amending movement has entered a new era.Thebackground of it in the new ear has made great changes, the focus of the Japanese strategichas turned from economic to politics, social ideological trend of Japan gradually conservative.In such a situation, using the opportunity of the international situation,the constitutionalamendent movement risen again. Since the1990s constitution-amending movement of theJapan has also made breakthrough progresses. Through explaining constitution and theperipheral legilation,Japan realized the goal of sending troops overseas and enhanced thesecurity forces, gradually make peace constitution hollowing. On this basis, the constitutionalamendent has from LD "Pparty things" and the cabinet question turn to been a congress issue,through the <national vote act>opens the legal procedures of amending the Japanconstitution.This period is not only the climax of the constitution-amending movement, it isaslo a transition of it, the purposes of the movement has been achieved in a certain extent,and the expressly amending constitution only become a program problem.In view of this, this paper mainly analyzes the constitution-amending movement of Japansince the1990s, the discussion mainly include three aspects, the ear background,theoverview and the substance and purpose.This paper analyzes the important reasons and theear background of the constitution-amending movement, which risen again in the new era.Expounds the achievement of it from stage to stage, combine the turning of Japanese nationalstrategy and the action of revising Japnese constitution, it concluded that the essence and theaim of the constitution-amending movement which is to realize the Japanese political power,and promote the Japanese military powers.
