| Since the implementation of the policy of reform and opening up in1978, Chinese economy has been continuously developed, and China has now become one of the world economic powers. China’s powerful economy also promotes its progress and development in every aspect. As a result, China plays an increasingly important role in the international stage. As the international status of China has been improved continuously, the living standard of Chinese people has also been increased greatly. All these achievements result from the correct leadership of the Chinese Communist Party. In detail, when making national decisions, the administrative institutions, departments, organizations, bureaus and divisions of the central government and even all levels of local institutions play efficient roles in mutual coordination and operation.In November1986, the Lao People’s Revolutionary Party pointed out in the political report at the "Fourth Party Congress" that, under the leadership of the Party, the government has responsibilities not only putting party lines and policies into laws, but also according to the law managing economies and social activities. Moreover, in order to reform an economic management system, it is necessary to simplify an administrative institution and to improve a quality of management.From this point of view, Laos and China have similar socio-political system and goals of development. Especially, the administrative management model in China is quite similar to that of the one in Laos. Therefore, comparative studies in the Lao and Chinese governments’administrative systems particularly in comparison the administrative systems of the Ministry of Planning and Investment of Laos with the National Development and Reform Commission of China by drawing the successful experience of China for reference is beneficial for further completing the Lao government’s administrative system, This thesis is composed of five chapters. The first chapter displays the introduction; the second chapter refers to a historical development of organization structures of the Ministry of Planning and Investment of Laos and the National Development and Reform Commission of China, which mainly discusses and introduces the historical development, the organization structure and the responsibilities of these two organizations; the third chapter compares and analyzes related systems of the Ministry of Planning and Investment of Laos and the National Development and Reform Commission of China by discussing a similarity, a distinction and an existing problem of these two organizations precisely; while in the fourth chapter, the enlightenment and reference, which mainly discusses the enlightenment and reference of structures, systems and functions after performing the comparative analysis of the Ministry of Planning and Investment of Laos and the National Development and Reform Commission of China. In addition, some opinions on the administrative systems of the Ministry of Planning and Investment of Laos are pointed out in order to improve not only the management level of civil servants, but also the management level of governmental services; the last chapter is conclusion. |
