A Study On Capacity Building Of Officials In Charge Of NHFPC Publicity After Institutional Integration Of Ministry Of National Health And National Population And Family Planning Commission

In the era of knowledge economy,human resource is the first resource.Strengthening the capacity building of human resource in the public sector of our country is the key to realize the modernization of national governance system and governance ability.Publicity officials of National Health and Family Planning Commission(NHFPC)as an important component of our civil servants and public sector human resources,bear the important livelihood issues related to China's medical public health and family planning services.Strengthening and improving the officials' capacity has a very important practical significance.Improvement of the officials' efficiency and the level is not only the realistic requirement of promoting the construction of Healthy China,but also to promote the transformation of government functions and realize the modernization of the national governance capacity.With the rapid development of new media communication technology in the context of institutional integration of NHFPC and new fertility policies,the officers face many new problems and new challenges.Therefore,how to improve the quality of officials'capacity building is an important research topic of the current public management.This paper is developed on basis of author's practice at the publicity office of health and family planning commission combining with competency theory and carried on by using normative studying method and empirical studying method.A questionnaire survey was conducted to investigate all requirements for the communication officers,abilities at NHFPC.Then data were collected and analyzed by empirical studying method.Countermeasure,stratagemical method,approach and method are proposed to improve and optimize ability building for publicity officials in NHFPC in this new era.There are three levels of ways of application.Firstly,in macroscopic level,the ability building objective and the ability training plan should be improved to emphasize systematic development concept.Secondly,all those following measures in medium level should be implemented to improve the officials'special competent capability of positions,such as:developing and optimizing the ability training and development system,establishing and improving communication offices in whole city and reasonably distributing human resources,increasing the matching ratio of officials' ability and job,reinforcing outside and inner side of humanistic environment construction.Thirdly,in order to continually improving the NHFPC officials' self learning and construction;shaping organization culture and atmosphere which is fostering and promoting every officer's learning habits to improve their professional' ability;continually perfecting the NHFPC officials'professional quality and ability and establishing a good image.Through the improvement of the officials' ability to build better social propaganda atmosphere to play the important role of officials for the better and faster development of the health and family planning career.
