Analysis Of China's Rural Organizations At The Grass-roots Level Of Farmers' Rights And Interests Of The Maintenance

The policy of reform and opening-up, which has been being on its way for30years, not only brings development to industrial cities but also brings overwhelming changes to many rural areas. From the aspects like the farmers’smile, their bulging purses, and the tidy environment in the villages, we can clearly see that the lives of farmers are moving towards a brilliant future. However, we should not ignore that along with the achievements obtained in the rural communities, there increasingly appears prominent issues on farmers, especially the issues on the violation of farmers’rights and interests. For the protection of farmers’ rights and interests, Chinese scholars and practitioners have been making unremitting efforts. From years of theoretical research and practical experience, we know that works on rural places are enormous as well as trivial. They cover many aspects and dealing with them may involve in a multitude of other things. In order to effectively solve the rural problems, we must make sure that everything goes smoothly and well-regulated.As the most direct leadership of the majority of farmers, the fundamental organizations in rural areas has the great responsibility and right to protect farmers’ rights and interests when they are infringed. But in fact, there are still many deficiencies and problems in these fundamental organizations’safeguarding the rights and interests of farmers. In some respects, it is exactly because of their nonfeasance and wanton misbehavior; the interests of the farmers are subject to more infringement. The existence of these problems provides vast areas to be discussed in this article.Supported by governance theory, principal-agent theory, theory of socialist harmonious society and theory of interest groups, as well as the fundamental organizations as the starting point, this article systematically analyzes the history of the fundamental organizations. In full recognition to the nature of the "grassroots" of the organizations in rural areas, I hold the opinion that in safeguarding the rights and interests of farmers, these organizations’ role cannot be neglected.In the process of analysis, I focus on the current shortcomings and defects of the fundamental organizations in safeguarding the rights and interests of farmers and also the corresponding countermeasures. Specifically, I discourse on the points of view above as the following aspects:Firstly, it’s the connotations of the boundaries of the fundamental organizations and farmers’ rights and interests. According to the existing research results and related theoretical concept, I expressly define the fundamental organizations at present in our rural areas and specifically expatiate on the rights and interests of farmers. Also, I explain the relativity between the two. Secondly, it’s the status quo and the defects of the organizations’maintaining of the interests of farmers. From the four dimensions as political, economic, social and other rights, I focus on the analysis of the deficiencies and problems of the organizations in the process of safeguarding the rights and interests of farmers. Thirdly, it’s the reasons why the organizations haven’t safeguard farmers’ interests effectively. This is also the major focus of this article. According to the problems existed currently, I dissect the causes profoundly and all-snidely from the ideological level, the level of behavior and the level of system, the aim of which is to find the appropriate solutions. Finally, it’s the suggestions of the measures for the organizations to safeguard farmers’ interests. According to the reasons analyzed as above, I make some correlative suggestions, hoping to strengthen the function of the fundamental organizations to safeguard the rights and interests of farmers.
