Urban housing levy has caused differences between government and tax levied has become a struggle of the facts. According to the data show that since2000China has nearly30%dissatisfaction with the government groups from the housing levy.Incident of "Tang Fuzhen "occurred more raised the specter of social thinking and reflection. Thus, making new regulations also become the government shall bear the brunt of the problem. Thus the legislation of the reality of the remaining issues needed to be improved.In this paper, we study the all kinds of theories and views on public interest, combined with the status quo of China’s urban housing levy, from the history of interpretation of public interest, literal interpretation, realistic interpretation of start, trying to explain the confusion of our current city housing levy to face the public interest and the existence of the solution of the problem with reality.
