The Perfecting Of China’s People’s Congress Budget Supervision System

The People’s Congress Budget Supervision is the behavior of People’s Congress and its Standing Committee in accordance with the provisions of the Constitution and relevant laws, supervise the preparation of the draft process of the government budget, the budget report and the draft budget prepared by the Government for examination and approval of Democracy, the activities of the Government’s implementation of the budget supervision and inspection. To the present stage, the development of China’s People’s Congress budget monitoring system has made remarkable achievements, but there are many places to explore and perfect. For example:the current legal system is not perfect, the publicity of the budget is low, budget supervision and lack of organization of scientific norms and budget oversight unreasonable.These issues at different levels, different degrees of impact on the budget supervision work carried out in China’s People’s Congress. Therefore, the problems in the budget monitoring system for China’s People’s Congress should appropriate improvement recommendations should be based on China’s basic national conditions, at the same time learn from the advanced experience of foreign countries, conceived the most appropriate legal system of the budget supervision. Specific performance for the budget oversight is necessary to improve laws and regulations, to speed up the publicity transparency of the budget supervision process, scientific and reasonable regulation of the People’s Congress of the budget supervision system and the optimal adjustment of organizational structure, improve the quality of budget supervision officers.
