Research On Investigation And Prevention Integration Mechanism Of Duty Crime

Investigation and prevention integration mechanism is a working model ofdevelopment and innovation in the existing framework of procuratorial organizations,which is an effective and necessary choice to promote the legal supervision ability.Investigation and prevention integration mechanism is essentially bring the best ineach other and eventually reach the duty crime punishment and preventionperformance and comprehensive effect. As a strong measure to strengthen the dutycrime punishment and prevention, it is playing an increasingly prominent role inpractice. But due to the weak of the relevant basic theory and the lack of unifiedleadership and deployment, the investigation and prevention integration mechanismhas not been formed a set of stable long-term work one, failing to realize its dueefficiency and social effect. For this reason, this paper is based on the theoreticalstudy and practical exploration, to establish and perfect the specific mechanism andfind a realization route as complements.This thesis could be divided into five chapters. Chapter one summarizes thedevelopment, basic connotation and other basic questions to investigation andprevention integration mechanism, and advances realizing human resources fullysharing as the key point. Chapter two strives to explore the theory basis and conductsa study on optimized combination principle, realization of the management function,rapid reaction mechanism of investigation and so on. Chapter three analyzes themodel of investigation and prevention integration mechanism in four different areas,Shenzhen Yantian, Henan Mudan, Beijing Xicheng District and Shanghai area. Different work practice dealing with the duty, which are valuable to us in severalcountries and regions outside are investigated in this chapter. Chapter four is thecenter of this paper. First, it expounds the justification and necessity of investigationand prevention integration mechanism. Second, it proposes the author’s opinionsabout the development prospects and emphasis of future researches in this field,including leadership, information exchange, sharing important clues, disputingresolution, special prevention research and so on. The last chapter proposes arealization route of investigation and prevention integration mechanism withprotection of legal system as the basic, ability and quality as support and Informationplatform for support.
