Currently, China is in a transition period regarding economic development and social development. Along with the pace of construction of a socialist society with Chinese characteristics, a pattern of multi-interest has emerged in China, with conflicts of interest in the real life. And the conflict is intensified from time to time. Making efforts to build a society ruled by the laws is the best way to solve social conflicts over interest; the rule of law is the core element of the socialist law, a well-balanced law can not only regulate the social order, but also reduce social conflicts at source, while the legislative process is essentially a process in which interest articulation and interest integration are realized by various stakeholders. Therefore, research on interest balancing in the legislative process is very necessary for the creation of well-balanced laws, and reducing social conflicts. Chapter One of this thesis, introduces the definition of interest balancing and its value targets by the definition of interest; Chapter Two analyzes the necessity, scope and process, and standards and principles of interest balancing in the legislative process based on the theory of interest conflict; Chapter Three details the main body, meaning and methods of interest articulation, as well as substance, process and principles of interest integration during interest balancing in the legislative process; Chapter Four proposes suggestions for improving China’s legislation by analyzing the limitations in the interest balancing, from the angle of interest balancing in the legislative process, and taking account of current China legislative situation.
